Short answer: “reef-safe” has no legal definition anywhere in the world, so read the back of the tube, not the front. Avoid oxybenzone and octinoxate at minimum — they are banned in Hawaii, Palau, Bonaire, Aruba, the US Virgin Islands and Thailand’s marine parks — and ideally avoid all chemical UV filters in favour of non-nano zinc oxide or titanium dioxide. Then use less of it: on a liveaboard doing four dives a day, a long-sleeved rash guard and a hat do more for the reef than any bottle. My picks and the packing routine are below.
I have not run a laboratory test, and I am not going to pretend I have. What I can offer after 1,500 dives and 30-plus liveaboard trips is a clear reading of the rules, the science that produced them, and the shortlist I would put in a dive bag after applying the only filter that matters: an independent certification that tests the finished product rather than a manufacturer’s own claim.
Reef-Safe Sunscreen: Key Facts
- The term is unregulated. No country, including the United States, defines “reef-safe” or “reef-friendly”; any brand can print it

- The certification to look for: HEL’s Protect Land + Sea seal, which chemically tests the finished product for a list of known aquatic pollutants
- Nano vs non-nano: mineral filters ground below 100 nanometres can be ingested by coral and filter feeders; “non-nano” is the safer specification
- Water resistance: even the best mineral formulas are rated for 40 or 80 minutes in water — one dive, not a day

What “Reef-Safe” Actually Tells You: Nothing
Craig Downs, the marine biologist who runs HEL and whose 2016 research underpins the Hawaii ban, put it plainly: without a legal definition, consumers are being misled into buying products that contain ingredients proven to damage aquatic ecosystems. That is still true. A bottle labelled “reef-safe” in a Bali pharmacy may contain octocrylene, homosalate or avobenzone — none banned in Indonesia, all under scrutiny — and a bottle with no eco-label at all may be a plain zinc formula that is genuinely benign.
So the front of the tube is marketing. The back is what counts, and it takes ten seconds: look at “Active ingredients”. If the list is zinc oxide, titanium dioxide, or both, and the word “non-nano” appears somewhere on the packaging, you are done. If you see oxybenzone (sometimes listed as benzophenone-3), octinoxate (ethylhexyl methoxycinnamate), octocrylene, homosalate or 4-methylbenzylidene camphor, put it back — whatever the front says.
Where It Is the Law
Hawaii moved first, in 2018, and the sale of sunscreens containing oxybenzone and octinoxate has been illegal there since 1 January 2021; Maui County went further in 2022 and permits only mineral sunscreens, which is why the new chemical filter the FDA approved in June 2026 remains illegal on Maui. Palau’s ban, in force since 2020, is the strictest in the world — a schedule of ten chemicals, and customs officers may confiscate offending bottles at the airport. The US Virgin Islands added octocrylene to the Hawaii pair. Bonaire and Aruba followed with sale bans in 2020 and 2021. Thailand banned four chemicals in all of its national marine parks in 2021, which covers the Similans, Surin, Koh Tao’s marine park zones and the Phi Phi islands.
Two things to note. These are mostly bans on sale, not on possession — Hawaii will not search your bag — but Palau and Thailand’s parks can fine you for use. And none of the world’s great diving nations outside those listed — Indonesia, the Maldives, the Philippines, Egypt, Mexico’s federal waters, Fiji — has a national law, though many marine parks and resorts in Mexico and the Maldives enforce their own rules. Treat the legal list as a floor, not a map of where it matters.
Why Divers Are the Point
The estimate that gave the sunscreen debate its numbers is HEL’s: somewhere between 6,000 and 14,000 tonnes of sunscreen wash into coral-reef environments every year, concentrated in exactly the shallow, warm, crowded water where snorkelers and divers gear up. A liveaboard diver doing four dives a day for a week is one of the most intensive sunscreen users on earth, and reapplies it on a dive deck that drains straight over the side. What washes off is not diffuse; it is put directly onto the reef the diver came to see.
I want to be honest about proportion, because a lot of “reef-safe” content is not. The dominant killer of reefs is heat, and no sunscreen choice will save a reef in a bleaching year. When I dived Komodo after the park’s 2020 closure and watched a manta come within touching distance at Mawan, the reef’s health had nothing to do with sunscreen and everything to do with a season without boats. But the reason to care is not that sunscreen is the biggest problem. It is that it is the one problem a diver can remove from the water entirely, at no cost, this afternoon.

Mineral, Non-Nano, Certified: The Three-Word Test
Mineral means the active ingredients are zinc oxide or titanium dioxide, which sit on the skin and reflect UV rather than absorbing into it. Zinc oxide alone gives genuine broad-spectrum cover; titanium dioxide is a weaker UVA filter and is usually paired.
Non-nano means the particles are larger than 100 nanometres. Nano-sized minerals are cosmetically nicer — less white cast — but small enough to be taken up by coral polyps and filter feeders, and the Palau law bans them for that reason. If the packaging does not say non-nano, assume it is nano.
Certified means HEL’s Protect Land + Sea seal. Unlike most eco-labels, which accept the manufacturer’s word, PL+S sends the finished product through forensic chemical analysis for every substance on HEL’s list of known aquatic pollutants — including preservatives and fragrance components that never appear on the front of a tube. It is the only certification I would trust on its own.
What I Would Pack
Three products meet all three tests. I have chosen them on certification, ingredient lists and the fact that dive-shop staff and dive publications keep coming back to them — not on a test of my own, which I have not done.
Stream2Sea Sport Sunscreen SPF 30 — the diver’s benchmark. Founded by a diver, Autumn Blum, after watching the slick swimmers leave behind; the SPF 30 is Protect Land + Sea certified with zero HEL-list chemicals, uses non-nano titanium dioxide, is third-party tested for benzene and heavy metals, and the company publishes its own toxicity test results, which almost nobody else does.
Badger SPF 40 Clear Zinc — the one for the white-cast averse. One of the first sunscreens ever certified Protect Land + Sea, built on non-nano zinc oxide with very few other ingredients.
Raw Elements Face + Body SPF 30 — the lifeguard’s formula. Created by a former ocean lifeguard, non-nano zinc oxide only, and reviewers at Scuba Diving magazine reported no burn through a full day of diving with it. Its scent divides people; its ingredient list does not.
Add a mineral face stick for reapplication between dives — it goes on a wet face and does not run into your mask — and a zinc lip balm, because lips burn on every surface interval and nobody remembers them.

The Routine That Uses Less of It
The cleanest sunscreen is the one you did not need. On a liveaboard I would rather cover than coat:
- A long-sleeved UPF 50 rash guard, worn on deck as well as in the water. It removes most of your body from the sunscreen conversation and doubles as jellyfish protection on the surface interval.
- A hat and sunglasses on the dive deck, where the reflection off the water doubles your exposure.
- Apply 20 minutes before the water, never on the dive step. Mineral sunscreen needs time to set; what you slap on as the guide counts down goes straight into the sea on the giant stride.
- Face, neck, ears and the backs of the hands only once the rash guard is on. That is a teaspoon, not a handful.
- Reapply after the dive, not before the next one. The 40- or 80-minute water-resistance rating expires on the first dive; your skin is bare for the surface interval, which is when you burn.
- Rinse in the freshwater shower, not the camera tank. On the Moana in Komodo I watched divers rinse everything in every tank; sunscreen residue in a camera-rinse tank ends up on optical glass.
The Lens I’m Reading This Through
The reefs that convinced me were the ones where somebody had already done the work. At Misool in Raja Ampat, where the resort built a 1,220-square-kilometre no-take reserve around itself, the coral cover is what the rest of the Coral Triangle looked like before the pressure arrived. On the MCEC conservation expedition in Costa Rica I spent a week measuring what recovers when a reef is simply left alone. Neither place would be saved by sunscreen, and both are the reason I do not want to add anything to the water that the corals there did not evolve with.
Komodo is where I apply this most. After more than twenty trips to the park, reviewed in my guide to the best Komodo liveaboards, I know how many boats share Batu Bolong on a good afternoon and how shallow Mawan’s cleaning station is. Multiply one diver’s teaspoon by every diver on every boat, every day of the season, and the arithmetic stops being trivial. The rash guard, the twenty-minute rule and a certified zinc tube are the smallest habits on this site, and among the few with no downside at all.

How Much Does Reef-Safe Sunscreen Cost?
Expect to pay US$15–25 for a 90–100 ml tube of a certified non-nano mineral sunscreen from the brands above, and US$8–15 for a face stick or lip balm — roughly double a supermarket chemical sunscreen, but you will use far less of it once the rash guard does the heavy lifting. Buy before you fly: dive-destination pharmacies rarely stock certified mineral formulas, and where bans apply the local shelves are the last place to be caught out. Prices differ noticeably between retailers, so compare before you order.
